Chance Baxter

Chance Baxter serves as General Manager of the Bear River Water Conservancy District. With more than 20 years of experience in the water industry—all of it in Box Elder County—he has dedicated his career to preserving and protecting the county’s water resources for future generations.

Chance joined the District as Operations Supervisor, managing regional water facilities and infrastructure. He later served as Assistant General Manager, overseeing engineering and project management, before being appointed General Manager in early 2024. While leading the District, he remains actively involved in operations, projects, and fieldwork, maintaining a hands-on, boots-on-the-ground approach to leadership.

A lifelong advocate for Box Elder County, Chance is committed to supporting all water providers throughout the county. He believes that cooperation, collaboration, and countywide unity are essential to securing a reliable water future and meeting the challenges of growth while protecting the resources that sustain Box Elder County’s communities, economy, and agricultural heritage.
